I've seen that paper texture before on several flashes to give the effect that it was scribbled on paper, hence why I was dubious.
However, I talked to an art mod about it and they say that traces are allowed to remain on your userpage, but it can't go on the Art Portal. You'd better let people know that this wasn't of your original creation or you're going to have a lot of angry people upset that they've lost their scouting privileges because of your blunder, you stupid anime tracing cunt.
